In order to add a new playlist, simply do the following:

Click on Content and then navigate to Playlists

Navigate to New Playlist

Add a title and description to your Playlist

You can now select to Add Video or Add Audio.

You should now be able to either upload the video or simply provide a URL to the audio or video as well as a title and description for that video or audio file.
